Yes, I agree Pachybela (genus) is likely. but looking at iNaturalist and the set speciemens on Bold4 and Bold(Hobern), I have not seen a species named or un-named which closely matches this sighting.. None I have seen match this sighting exactly, certainly none show the large row of whitish spots at the outer edge of the outer forewing. P. eurypolia and P. maculisarca seem the most similar. i note specimens of P. maculisarca on iNaturalist seem also to include a few examples of P. eurypolia as well:-
