Yep, that is mange. It does make them get out and about in daylight for some reason. It's pretty common in the region, treatable if you contact WIRES and can be bothered organising to tip some insecticide onto the wombat, usually by arranging some sort of delivery system at their burrow mouth, or at a wombat gate in a fence.

"Cydectin is now the approved treatment for mange in wombats and has proved very successful, even with very badly affected animals.
