Assuming the tops of the leaves were hairless, it keyed to Pomaderris elliptica in both PlantNet and VicFlora.

I don't think it is elliptica, which has wavy leaf margins and broader leaves. But I'd need a shot of the upper leaf surface. Liz, if you can bend the leaf over your finger and take a sideways shot, so that any hairs on the upper surface are visible, that would be good. Always useful to do this with Pomaderris, as well as a close up of the leaf underside, as the distribution of hairs on both surfaces is crucial for ID. I f hairy above, then lanigera, if not, I'd say probably ferruginea, which is flowering at the moment.
